E-Invoicing in Cyprus
Cyprus has transposed EU Directive 2014/55/EU requiring public sector to receive e-invoices, but there is no mandate for suppliers to issue e-invoices. B2B e-invoicing is voluntary and requires bilateral agreement. The government has long-term plans for mandatory B2G and B2B e-invoicing but timelines remain unclear.

B2G Requirements
Public sector entities must be able to receive EN 16931 compliant e-invoices since April 2019 (central) and April 2020 (sub-central). However, there is no mandate for suppliers to issue e-invoices. The ARIADNI Government Gateway Portal serves as the B2G platform. Peppol infrastructure has been in place since December 2017 following CEF project completion. Submission options include Peppol network via certified Access Point, ARIADNI portal, and third-party invoicing services.

B2B Requirements
B2B e-invoicing is voluntary and requires bilateral agreement between parties. The Ministry of Finance has been considering a B2G supplier mandate since 2022 but has not implemented it. B2B mandatory e-invoicing is also under long-term consideration but no timeline announced. Government postponed mandatory strategy due to ERP implementation issues. A gradual rollout is planned to give SMEs time to prepare when mandates are eventually introduced.
Technical Requirements
Cyprus accepts Peppol BIS Billing 3.0 (CIUS), EN 16931 (European Standard), UBL 2.1, and UN/CEFACT CII. The system uses a decentralized, Peppol-based model. The ARIADNI portal serves as the Government Gateway Portal. Electronic signature can ensure authenticity and integrity but is not mandatory. Peppol infrastructure has been operational since 2017. Processing within government is currently manual.

Penalties & Non-Compliance
No penalties currently as supplier issuance is not mandated. Public sector invoice processing may be delayed for non-electronic invoices.
