B2G Requirements

All suppliers to Swedish public entities must send e-invoices in Peppol BIS Billing 3.0 format for contracts based on public procurement. There is no central platform β€” Sweden uses the decentralized Peppol network. All public entities are registered in the Peppol directory. Legacy formats (EDIFACT, Svefaktura) are being phased out. DIGG oversees compliance and can impose fines.

B2B Requirements

There is no B2B e-invoicing mandate in Sweden. However, voluntary adoption is very high (~80%+ of businesses), with Peppol widely used for B2B transactions. DIGG, Skatteverket (Tax Agency), and Bolagsverket (Companies Registration Office) formally requested the government to evaluate a B2B mandate in February 2023. A mandate is expected to align with EU ViDA, likely from 2027+. The legacy Svefaktura (Swedish XML) format is still used domestically but declining.

Technical Requirements

Sweden uses the decentralized Peppol network rather than a central platform. The mandatory format is Peppol BIS Billing 3.0 (EN 16931 compliant). Access requires registration with a Peppol-certified service provider to obtain a Peppol ID. E-signatures are not required. Invoices must be archived for 7 years in original format.
