Sweden mandates B2G e-invoicing for all public sector suppliers since April 2019, with invoices required in Peppol BIS Billing 3.0 format. B2B e-invoicing remains voluntary but adoption is high, driven by Sweden's strong Peppol network participation and the established Svefaktura/SFTI standards.
All invoices to Swedish government entities must be sent via the Peppol network using Peppol BIS Billing 3.0 (UBL). The SFTI (Single Face to Industry) standard body oversees e-invoicing specifications, and the legacy Svefaktura format is being phased out in favor of Peppol BIS. Sweden's early and deep Peppol adoption makes it one of the most connected countries in the European e-invoicing network.

Sweden's decentralized Peppol model is straightforward but has migration considerations for legacy formats.
Peppol-native infrastructure. No central government portal β everything routes through the Peppol network. All Swedish public entities are registered in the Peppol directory. Your pipeline needs a Peppol Access Point connection. If you already have one for Belgium or other Peppol markets, Sweden works out of the box.
Svefaktura sunset. The legacy Svefaktura XML format is still used domestically but declining. SFTI (Single Face to Industry) is phasing out EDIFACT-based ESAP 6 for public sector by July 2025. If you encounter Swedish counterparties still sending Svefaktura, plan for migration to Peppol BIS 3.0.
High voluntary adoption. With ~80% of businesses already using e-invoicing, Sweden is a market where your customers likely already have Peppol infrastructure. The integration challenge is less about greenfield setup and more about ensuring compliance with the eventual B2B mandate requirements.
